- Brown ground beef in a large pot; drain and set aside.
- Melt butter in the pot and cook onion, carrots, and celery until softened.
- Stir in garlic and flour; cook 1–2 minutes.
- Gradually add chicken broth, stirring constantly.
- Add baby potatoes, salt, pepper, and paprika; simmer until tender.
- Stir in milk and cooked beef; simmer 5 minutes.
- Add cheddar cheese and stir until melted.
- Serve hot.
