- Rinse dried beef under cool water to remove excess salt, pat dry, and chop into pieces.
- Melt butter in a skillet over medium heat. Whisk in flour to form a smooth roux and cook 1–2 minutes.
- Slowly whisk in milk, stirring constantly until gravy begins to thicken.
- Stir in chopped dried beef, black pepper, and optional seasonings. Simmer 3–5 minutes.
- Adjust consistency with additional milk if needed.
- Toast bread slices and butter if desired.
- Spoon creamed chipped beef over toast and garnish with parsley.
